Istituto Superiore Mario Boella (ISMB) is a private non-profit research centre established in July 2000 by the founding members “Compagnia di San Paolo” (the non-profit foundations of one of the larger Italian Banks) and “Politecnico di Torino”. Today ISMB sees as additional industrial partners Motorola, SKF, STMicroelectronics and Telecom Italia Lab and now it is a prominent example of the results that can be achieved through the combined efforts of university and business. The mission of the Institute is to build a national/international area of excellence in  Information and Communication Technologies (ICT sector), to promote an increasing integration between subjects that operate on innovative ICT projects, to activate research and education programs, to create synergy between Academia and Industry and to boost entrepreneurial activities in the ICT sector. As a result of this mission, ISMB foster the participation to European research project, supporting both proposal writing and project coordination through its infrastructure and expertise. More than 230 researchers work in ISMB laboratories: Antennas and Electromagnetic Compatibility, e-Security, Photonics, Microsystems, Satellite Navigation, Networking and wireless communication protocols, Wireless Technologies for Multimedia and related applications. The ISMB laboratory involved in the Growing NAVIS project is the Navigation Lab.

The Navigation Lab hosts the NavSAS Group, a team of researchers working on navigation & localization themes. The team was born from the experience of the Signal Analysis and Simulation (SAS) group within the Telecommunications Group of Politecnico di Torino, specializing the telecommunication expertise in the field of navigation. The NavSAS group merges the high quality research typical of the academic experience with the ability of proposing and developing services and applications, addressing the research work towards navigation technologies, added value location based services, and on top of that many aspects of the Galileo system. The group activities are characterized by continuous collaborations with national and international companies and universities. The Navigation Lab has focused most of its recent and important research activities on the Galileo Program, in particular: receiver technologies, software radio implementation of navigation receivers, techniques for navigation/communication signals hybridization, Galileo Local Element and GPS augmentation systems (e.g., EGNOS), Galileo system and Signal In Space (SIS), Galileo interference monitoring systems, technologies based on GPS, EGNOS, and Galileo systems in support of emergency interventions, design of curriculum for education and training on Global Navigation Satellite Systems. Furthermore,  researchers of the NAVSAS group participated and coordinated JEAGAL (Joint European-Asian educational and application development programme on GALileo), a project co-funded by the European Commission in  the Asia IT&C line. In its framework ISMB has organised two workshops on Galileo related topics in China and Vietnam and the NavSAS researchers where strongly involved as speakers. Other foreseen activities in the project were the setup of Galileo Labs in China and Vietnam and the preparation of open learning material on GNSS related topics, thus encouraging the training of more and more students in the field of satellite navigation. ISMB coordinated the SEAGAL Project which set up the NAVIS Centre. ISMB is a Supporting Institution of the Centre.

Politecnico di Torino is the oldest school of engineering in Italy and it is now one of the largest and qualified Italian academic institution in the engineering fields. The Politecnico has 26,000 students studying on 120 courses. There are 6 Schools, 1 Graduate School, 18 Departments and 7 Interdepartmental Centres. In the GROWING NAVIS project two Departments are involved: the Department of Electronics (DELEN) and the Department of Control and Computer Engineering (DAUIN).

The Department of Electronics is the biggest research Department within the Politecnico. Research interests at the Department of Electronics include electronics, telecommunications, optoelectronics, electrotecnics, electromagnetic fields, bioengineering and electronic measuring. The coexistence of both academic research carried out as part of national and international projects and applied research, often linked to the needs of industry, puts the Department at an advantage. The Telecommunications Group has earned a great experience in  the  study  of digital and analogue  communication systems, using both analytical and simulation approach. Its research activity ranges from the theoretical analysis of algorithms, systems and methods used in this sector, to the design of equipment used in both radio, cable and optical digital communication systems. Other research fields are coding, cryptography and digital signal processing. In recent years the research team has made extensive experience of research co-operation with external organisations in the framework of European contracts, and  a large part  of  the  research activity  has  been  performed under research contracts  with  industries and/or public research organisations.

Research and teaching at the Department of Control and Computer Engineering (DAUIN) is focused on three specific scientific areas. Control Engineering: developing methodologies, algorithms and software for modelling, simulation, control and automation of complex apparatus and systems, as well as their applications in many different areas. Computer Engineering: studying, designing, and testing computer components, devices and systems both from the hardware and the software perspective, as well as their applications in various fields and their integration into complex systems. Operations Research: dealing with the construction of methods and instruments for the analysis and solution of complex optimisation and decision problems in the ICT, telematics and automation fields.



Universitat Polytecnica de Catalunya: The results achieved in the last years by gAGE-UPC have given to this university research group a high international acknowledgment, which has been shown in the adjudication of several competitive contracts from institutions and companies in the satellite navigation and aeronautical sectors (such as the European Space Agency [ESA], Eurocontrol, Galileo Joint Undertaking [GJU]…). Its members take part in several international groups of experts, have published more than 30 scientific papers in peer-reviewed journals and more than 100 papers in proceedings in the GNSS field. In this context, several relevant contributions are detailed below:

1) gAGE-UPC has developed a new satellite navigation concept to make feasible the Centimetre-error-level navigation over Europe using, basically, the infrastructure of a network of stations already deployed by the European Space Agency for the EGNOS system. At present, such accuracy can be only achieved by means of a network of stations separated less than 20Km from the user (Real Time Kinematics [RTK]). With the new technique developed by gAGE/UPC, the baselines between the reference stations can be extended up to hundreds of kilometres. In 1999, gAGE-UPC patented the ionospheric part of the technique for GPS (Wide Area RTK [WARTK], gAGE-UPC patent) and, in 2002, the algorithms were extended to Galileo and modernized GPS and protected by an ESA founded patent (WARTK-3, in the context of a ESA project).

2) Since 2001, gAGE-UPC is an active member of the EGNOS Data Collection and Analysis Working Group of Eurocontrol (the European organization for the safety of air navigation). This working group is devoted to the Operational Validation Activities for the EGNOS system. gAGE-UPC, in collaboration with ESA, has developed several studies on the transfer of integrity from pseudo-range to position domains that have led to the Stanford-ESA Integrity Diagram (awarded by the US ION GNSS 2006). The Stanford-ESA Integrity Diagram has been adopted by the GNSS European Supervisory Authority (GSA) recommendations for the EGNOS safety certification as a tool for the integrity assessment in the position domain.

3) At present, gAGE-UPC is working very actively in the field of Precise Ionospheric Determinations. Since 1994 it is developing new algorithms for precise ionospheric and tropospheric sounding. In particular, a precise Ionospheric Model to reconstruct the tridimensional distribution of electrons in the ionosphere was developed, using measures of integrated electron density observed in different directions (tomographic model). Since 1998, gAGE-UPC is responsible of the generation and distribution of ionospheric correction maps for GPS navigation at a planetary scale, inside the International GNSS Service (IGS). This activity is done jointly with the three following centres: JPL/NASA, ESOC/ESA and CODE/Univ. Berna. From 2002 to 2008, M. Hernández-Pajares of gAGE-UPC was the chairman of this IGS ionospheric group.

4) The Education activities of gAGE-UPC involve both, university and post-university levels. Since 1994, it creates and coordinates several lectures and Doctorate courses in GNSS data Processing and Applications at the Technical University of Catalonia (UPC).

In the international field, it has taken active part in the Joint European-Asian education program on Galileo (ASIA IT&C from the European Commission) with several goals: to disseminate the knowledge of the new European Positioning System Galileo and its innovative features in Asian countries, to start up in Asia educational Laboratories and to create a group of experts with a common technical background. This project was coordinated by the Istituto Mario Boella ISMB from Torino, Italy, and incorporated the following partners: Politecnico di Torino (POLITO), Italy, the Technical University of Catalonia (UPC), Spain, the South East University of Nanjing (SEU), China, and the Hanoi University of Science and Technology (HUST), Vietnam.

gAGE-UPC has edited a large amount of teaching material (presentations for courses and seminars, software, …), including two GPS data Processing books, one of them both in Spanish and English.



The history of Hanoi University of Science and Technology (HUST)  dates back in 1956 when it was established to be the top-rating university across the country in terms of science and technology. In 2006, (HUST) has celebrated its 50th foundation anniversary, a monumental milestone to open up the ever-increasing growth and development.

As a key university, HUST covers 2,100 employees including 1,650 teaching staff, among them, there are 240 professors and associate professors, 450 Dr.Sc. and Ph.D. The annual rate of HUST is about 5,000 graduate students in 67 different specialisations. To date, HUST trains about 40,000 undergraduate students comprising of 25,000 full-time students, 12,000 part-time students and 2,000 students in International Training Programs, 1,000  graduate students. Over the years, approaching 110,000 engineers, 5,500 masters and doctors from HUST’s generations have been endeavoring to flourish the country with their tireless and whole-hearted devotion in all socio-economic, cultural and technological spheres.

With regard to the university’s scope, HUST operates with 14 faculties, 7 institutes and 21 research centres, all of which are well-functioning to satisfy the goals of academic excellence and practically-based research works with productive outcomes.

In the modern setting of the regional and international integration, HUST receives more than 500 overseas delegation members and at the same time send over 450 staff members to study abroad.

A broad range of international joint programs have laid a solid groundwork for the university to break the gap and approach the internationally-recognized accreditation. HUST has vigorously and persistently confirmed to be the dynamic member of 7 University Networks namely AUF, AUAP, AUN/SEED-Net, ASEA-UNINET, ESA-UNET, GMSARN and FAU. Prominently, HUST is honored to chair the Asea-Uninet during the August 2005 - February 2007 period.

For all remarkable achievements, Hanoi University of Science and Technology will unquestionably bring into full play its developmental impetus with the stone of traditions and the wind of changes to gear up the national development as well as heighten its position at regional and international arena.
